Helper functions for generating IMAS URIs.

`BACKENDS`	Mapping of backend ID to the backend string used in the URI.

`uri_from_path`(path)	Create an IMAS URI from a local path.
`uri_from_pulse_run`(backend, database, pulse, ...)	Create an IMAS URI from 'legacy' parameters.
